SUBJECT:    Selected Threshold Tropicana Questions for Port Plan Policy                      Formation

1. What are Tropicana/Seagram's plans for its own (i.e., Tropicana's plans, not any other potential commercial tenants) use of the port?
    A. Trade product(s)?

        (1) How does Tropicana handle this trade today?
        (2) How does Tropicana see this trade developing over the' next 20                  years?
        (3) Trade destination(s).

    B. Volumes of product(s)?

        (1) By vessel.
        (2) By frequency.
        (3) Provenance of product(s) and mode of delivery to port.

    C. Space requirements for this specific trade?

        (1) Building(s)/Design/Acreage.
        (2) Vessels - size and draft at loadings described above.

2. In Tropicana's view, what changes in port infrastructure must be made to accommodate this trade plan?

    A. On shore.

    B. In the Indian River.

    C. Between the River and the sea buoy (i.e., channel and inlet).

    D. Indemnification for environmental damage.

3. In Tropicana's opinion, what economic benefits to St. Lucie County will result from its plans?

    A. Details of benefits and underlying assumptions.

    B. Details of costs and underlying assumptions (including costs of infrastructure changes described above as well as the attendant new port operating costs).

    C. Financing plans.
